To ensure project success, it’s imperative to keep complete and accurate records of contractor work activities, quantities and payments, field sampling and testing, and photographic records of significant activities and events. Our goal is to ensure all project elements are constructed in compliance with contract documents and within allowable time and budget. We accomplish this through strong leadership, clear communication, and seamless coordination.

MAE’s CEI team provides the necessary expertise to address technical challenges and manage all aspects of the project effectively.

Kelly Marshall, PE has over 18 years of construction inspection, geotechnical engineering, and materials testing experience. She is skilled in making technical judgments based on interpretations of contract drawings and specifications and has successful experience in full contract administration, oversight of progress and final estimates, contract modifications, CPM scheduling reviews and the management of inspection staff.

Meskel and Associates Engineering (MAE) is proud to share our latest performance results on both of our FDOT contracts.
For July 2026, our lab earned an Outstanding rating (5/5) for reporting into FDOT's MAC system — entering all test results within one business day, a 100% on-time rate.
This continues a strong streak throughout 2026, with our team consistently hitting same-day reporting across every month evaluated so far this year. Behind every one of those numbers is a lab team that treats deadlines as a baseline, not a stretch goal.
At MAE, timely, accurate materials testing isn't just a contract requirement — it's how we support safer roads and keep FDOT's project schedules on track.

Performing this work after hours keeps traffic moving smoothly during peak daytime hours while ensuring safety for both our team and passing drivers.

From Jacksonville to the Panhandle — MAE is on the move! 

Our crew recently rolled into Gulf Breeze, FL to conduct geotechnical field exploration in support of an FDOT Project Development and Environment (PD&E) Study. When the project calls, we answer — drill rigs and all. 

PD&E Studies lay the groundwork for smarter transportation planning, and quality subsurface data is what makes it all possible. That's where we come in.

The Mike McCue Park and Boat Ramp (located at 2501 Second Avenue North) is temporarily closed for a highly anticipated bulkhead replacement project.  As the southernmost Intracoastal Waterway (ICW) ramp in Duval County, this is a favorite launch spot for many of us. 

However, due to heavy bulkhead damage and shoreline erosion, this critical upgrade is necessary to ensure long-term safety and stabilize our waterfront infrastructure. Ensuring Top-Tier Quality Behind the Scenes To guarantee that the new bulkhead stands the test of time, Meskel & Associates Engineering (MAE) is on the job! Our team is heading up the vital concrete and materials testing for the project. By rigorously testing the concrete strength, MAE is ensuring our new bulkhead is built on a rock-solid foundation capable of handling Florida's coastal elements.
When the job site is on the water… you take the drill rig WITH you. 
Our crew has been out on the St. Johns River conducting geotechnical exploration for the Hecksher Drive Marina project in Jacksonville, FL — and yes, that is a drill rig on a barge. Because when the subsurface investigation needs to happen over water, we find a way to make it work. 
Not your average Tuesday in the office.
